Pressing your character against the circle window and then deconstructing it, makes you glitch/fall out from the base and into the ocean.
Once you're out of the base, you don't need any oxygen in the water. Basically it doesn't register you entering the ocean.
The game still thinks you're in your underwater base and you can run around in the ocean, not taking any damage at all.
