Make base foundation floor optional

Last I checked, base foundations are required. Make these optional please.
The player should be able to build base modules straight on the sea floor if desired. However, this would affect overall structural integrity. Players could then attach anchor points (not yet in game) and/or foundations where desired to keep their base from springing leaks.
Bases without enough foundation would be especially vulnerable to objects hitting them and the eventual earthquakes.
