No welder on the list

I got a welder fragment (i honestly think that finding a fragment is satisfying, but it's also very annoying and doesn't make any sense)
But i can't build it cos it doesn't show on fabricator.
Is it removed from the list for reason, or is it because i built it once(it's dropped right after i built it and can't pick it up anymore)
