So I was wondering if the Steam Mega Pack came with any badges, since I noticed it contains Reinforcement Pack.

    Nop, badges go along with Reinforced program but nothing to do with this DLC. Those provide only skins. :)
    Badges are kind of bonus that get people who bought already one of the Reinforced tiers when those were released. So if you never bought one of them, no badges but the content still worth it though.
