Can't use training or sandbox mode if steam is down

If the steam servers are down, then it's not possible to create a local server which is not ideal. The outcomes are different depending on which mode you use:

Training - "authentication error" message
Sandbox - game freezes on "starting local server" and needs to be forcefully killed

I'm using linux but I don't think that is relevant.

    This is intentional afaik. (i have asked in the past)
    The game will always require you to authenticate through steam servers (online).
