Unbuilt power node change

Something that always throws an annoyance into some games are abuse of power nodes built up to 99% as a tactic. For Example rooms like:
Veil:
East Wing/Dome/Cargo/System Waypoint/Neck
Docking:
Stability Monitoring/Maintenance
Eclipse:
Power Sub Junction/Generator Monitoring
The list goes on and on. I feel that part of the balance is that marines have to build both power and buildings. Part of that balance comes from hearing their build tool but also the exposure time without being seen/heard. It seems unbalanced when that time is drastically reduced by not having to build the power node. Stated as a counter-hyperbole, why not start the game with all power nodes at 99%?
I proprose that unbuilt power nodes drain when left in an unbuilt state. Just throwing some numbers out:
After 5 seconds of no progress, drain by 1%/second.
In my time of playing NS2 I don't think I have heard anyone mention this idea before. Didn't find anything on the forums either but then again not the greatest at searching. Curious on everyone else thinks.

If anything, I'd prefere having aliens be able to bite it back to 0%, like they can with destroyed powernodes.
And I disagree that the 99% strategy is an "exploit". Why were they able to build the power up the high in the first place? If they have enough freedom to do that behind your lines, your team is doing something wrong.
