Starting new server - some questions

Hello guys,
I'm considering building a new NS2-server and I need some advice. It's going to be a 24-player server and I know I need a high performance CPU. I'm thinking the i5 4670k is a good choice since it has pretty good single thread performance and it's got lots of overclocking potential. I'm getting a Noctua NH-U14S CPU cooler to overclock it as much as possible. What do you say? Is it enough to run the server? Should I get something else?
Should I run it on Windows 7 or 8? Although Linux is free I think it's going to be too difficult for me to install it and to get it to run.
Can I run two server instances on this rig? Even more?
