Local server mods load / host out to players when Valve servers are not available?

Every Steam sale period always results in the same thing, their servers become too busy / overloaded to deal out the mods (mod not available i think it says in the console).
Is there a setting where if the NS2 server cannot communicate with the Steam workshop for what ever reason it defaults to the locally installed mods instead?
This would of course mean that for that match any new players who don't have the mod would have to grab a copy from the server but that's a small price to pay in my opinion.

EDIT: Or finding it online somewhere and installing it manually.
Or just load local mod files ....
VPS's with 2TB monthly bandwidth are quite affordable in 2013.
I don't see a big issue with mods being temporary loaded from local server if Workshop is temporarily unavailable.
It should at least be an option that can be set as my mods total to about 5mb.
Most times you get a workshop timeout about every second mapchange in times likes these when the steam master servers are under heavy load.
How often does a map/mod gets updated? Once a day.
So disabling mods every second mapchange instead of just loading the local mostly updated modfiles is not the way i would prefer it to be fixed.
And i think most server admins will agree with me on this.
EDIT: My solution would be to have the client download the mod from the server.
These are the problems i get from the Steam workshop servers during sale periods and the mod is only 200kb.
In fact i wish for your solution since along time but as this won't happen due to the fact it would requiere some work to do so, i just wanted to point out why i would prefer to take the risk of mod out of date instead of unmounting everything.
