As a more indepth explanation, it supresses playback from any source once you press the bind(execute command), you could not keep it down and hear nothing though. But it was very helpful e.g. when biting nodes and spamming the bind, to hear closing by marines better. Or other sounds from surrounding area.
As a courtesy command, imagine that time before round when you got 10 skulks spamming bite next to you but you cant do anything about it? spam the bind.
