Because Docking is not just a transportation center. It is meant to be one part of a giant mining/refining facility, in a large refining city. It is where workers fly in from off world (landing pad, terminal) and it also has the more civilian and recreational parts of the facility, such as bars, ballcourts, locker rooms, and presumably crew quarters, off in another area. From there you can connect to the other areas of the facility via the tram station.

The Tram map is meant to be the more industrial packing/shipping area of this same facility, and the Refinery map is meant to be the lower levels of the facility, that refine the ore that is mined on the Mineshaft map, and sent to the Tram map for shipping off world. Hope that helps clear things up.

"Ball court" is still plausible for me, though I would imagine the place full of stiff judges with Victorian wigs, but rooms like "Organ donation" are what creeps me out...
