Stuck at "authenticating"

This goes for any server I attempt to join including empty and mostly empty UWE officials. My loading screen is sticking at "Authenticating" with the command console displaying the line "connecting to server " <IP ADDRESS>
I'm going to try restarting steam/my PC, but after that I'm out of options.
Edit: Looks like a steam issue, steam failed to restart claiming it couldn't connect to the internet.
