Shoulder Decals

I have the shadow badge.

I want to use the shoulder decal that isn't the elite decal. Do I need to get another lower tier? And will I even be able to use it?

I don't know while people are fixated on this so much. I should have the basic shoulder decal, but I don't know. I can't look at my own shoulder in the game!
