Weird fullscreen with AV?

so just today hopped on ns2 and turned on alien vision and noticed something weird.. the entire screen was outlined as if I wasn't playing fullscreen sort of like a borderless windowed mode zoomed out to fullscreen
didn't look like true fullscreen,
zoom into this photo and you'll see on the top and sides it's outlined as if it's a border
