Breaking the marine turtle

I don't really like contamination because it seems to punish the marine team that DOESN'T turtle more than the team that does. I also don't really like its intent, because its like a "nuke" button for the aliens. Doesn't really take skill to use, just a lot of res for the whips.
Why not instead have extra command chairs unlock the arms lab upgrades? The second chair would unlock rank 2 of the upgrades, and the third chair would unlock rank 3. If the marines only have access to weapons 1, and armor 1, when cornered to one base, it would make breaking the turtle easier. This would also create more incentive to build chairs. I know the game is supposed to be asymmetrical, but the marines are just too strong when down to one base. The aliens lose most of their abilities, and upgrades when cornered to one hive. The marines not only have the range to sit back in a corner and turtle easily, when confined to one base, but they are just as strong as they would be if they were dominating most of the map.
