FPS decreases when I lower my resolution in Linux

So in general I'm seeing around 30 - 40 fps in Linux compared to the 60 - 100 fps I get in Windows, but what's really strange is that my FPS dips even lower if I LOWER my resolution. For instance native on my monitor is 1080p, if I drop it to 720p, I get around 15 - 20 fps.

Anyone else seeing this?
