New reserved slot feature

Long over due, thankful it is here but how does it work?

I've tried adding a few peoples Steam name's and ID's but nothing appears to add to a list and the server still gets full.

I can't find anything on the Wiki in regards to how this new feature works :(

    You probably shouldn't look at the wiki, at all. Most of it is 30 versions out of date.
