FPS drops on higher screen resolution

I and some friends have the same problem when we play on higher resolution like 1980*1080 we just can play at 20 fps or less with lowest graphic settings and dx9 and if we choose 1280*1040 or something we can play at highest graphic setting´s , dx9 and we have than over 60
I have a radeon hd 5570 and a dual core proccesor amd athlon x2
My friend got a NVIDIA GeForce GT 620 and 8* i7 cores but he needs to play at 800*600 with some fps drops
Would be nice if a performance update would come out or some one knows some tricks how to fix that ^^

EDIT: Ok, the GT 620 is not a gaming card for one, 8 cores won't help as the game (and most others) only use 2 so the power of the individual cores is more important. However I doubt the cpu is the problem, the graphics card just isn't good enough. I'm not so up to date on the ATI cards but the 5570 is quite old isn't it? Also your cpu is quite weak, only a dual core. While the game only uses 2 cores, having 2 more (quad core) helps a lot because the other 2 cores can take some of the load from other processes while the first 2 handle the game.
