Put a button/graphic on the ns2 main menu for the reinforced program

This would be a good way to get a wider audience to (hopefully) donate than those who don't visit the forums often. It's currently on the in-game news page, but that will go away after a while. It should be eye catching, and glow when hovered over. When clicked it'll open the reinforced page in the in-game steam browser.
