A few things that might help us to help you:

What hardware are you using? (DXDIAG)
What does r_stats look like? ( open console py pressing ` and then type in r_stats, take a screenshot and post it here)
What does net_stats look like? ( open console py pressing ` and then type in net_stats, take a screenshot and post it here)
Is raw input on? (menu -> options)

Yes your system specifications meet the minimum requirements, but
    A) All "Minimum requirements" provided by games do is guarantee the game will run - not necessarily run well (Good fps)
    B) The listed minimum requirements are found to be inaccurate to many veteran NS2 players.

This all being said, the answer is in your screenshots.. particularly the first.
"18 ms waiting on GPU" Should always read "0ms waiting on GPU" because this game is CPU hungry, and there's almost no CPU (even if overclocked) that could run NS2 at 200 FPS consistently.... meaning... your graphics card (GPU) is insufficient, and is your bottleneck / slowest part.

There are many great video cards you can buy out there for cheap these days
Just for your information, each generation of Nvidia cards are named in a way that the first number denotes the generation / technology and the second number denotes performance.
    So 480 GTX > 430 GT.. and even a 480 GTX > 520 GT
AMD cards have a similar labeling method.

Use this site to help compare cards

The solution is to turn off every graphic setting there is as your gpu is the bottleneck. Moreover try a graphic driver update (sometimes gives a small fps boost). Also maybe the next update of the game will help you (as it seems to introduce DX11 and OpenGL).
