While the Steam servers are down i am unable to join any server. Is there a way to still play NS2 even when Steam is down?

You might be able to connect by IP address.

Seeing server is not the problem, as jcd said authenticating fails and so you're are not able to join any server in offline mode

Your best option at that point is to change steam region servers and hope things work from there.
