Installed a new mobo today and did a clean windows 7 installation. NS2 ran just fine prior, so it shouldn't be a hardware issue.
Cannot hear marines walking and cannot see the walking animation (see the pose of the marine in picture 1). I do not see ccs, rts, or the axe.
I deleted the cache folder in appdata to no avail.

edit: the verify game cache option for steam determined there were 170 f*d up files to reacquire, I shall report back if that fixes for future reference if this problem arises for any one else.
edit: above worked to solve my problem.
