Major lag when my cursor is used, Can't navigate menus.

I have TERRIBLE framerate drops when my mouse cursor is used. (Using the menus, evolving, upgrading, commanding) But when I'm actually plating in game my framerate is reallllllly good considering my build is pretty high end. I have no idea what's up.
