Tried an official server, this is not a problem on my end!!!
I couldn't buy weapons, chat in team chat either. I joined a 15/16 server so it was full when I joined.
I then tried a 0/16 server and as marine commander tried to log out and guess what! The log out button didnt work. I think the GUI is having a problem with my machine for some reason, which makes no sense since I have a great machine...
I've done memtest86+ moved everything over to an SSD and reinstalled on it (over 3 times) as well I reformatted my entire OS.
My machine is fine, infact its well above Recommended system specs. I have virtually no problems with any other game on this computer...
I thought the bug was fixed but it came back so, I dont know what the heck is wrong.
Anyways, hopefully technical support can get back to me so I can post here what the issue is.

This is technical support getting back to you
Look, i know you feel it is not your system or your end, but neither of us know that, and its not really relevant to diagnosing the issue considering it cannot be reproduced by anyone else.
Consider that hundreds of thousands of copies have been sold, and this is the only report of this issue i have ever seen.
This means its up to you to help diagnose it, unfortunately.
So lets start with the basics.
When you start your own server what does the console say? please attach the log.txt here (found in your hidden appdata/roaming/natural selection 2/ folder)
When you join an official server what does the console say? (since the log that came with your tech support was from joining a modded server)
Everytime you start NS2 it overwrites that log.txt just fyi.
I know you said it previously, but confirm that you ran DXSETUP.exe found in the REDIST folder in NS2 install directory?
Also confirm you have no overlays running at all.. like mumble or MSI afterburner or TS3 etc etc.
It looks like if I simply just disable all the mods... for the most part So far after joining 3 different servers everything has been working fine. It has to be a mod that isn't getting along with my computer for whatever reason.
It was confusing how to disable mods, and the game doesn't really explain that well, just a thought!
Anyways the two files below are files of working servers, I believe I gave you the files for the servers that do not work already. If I run into another server that doesn't work Ill be sure to post back here with a log file.
Thanks so far for the tremendous help in the matter seems like we should find the issue pretty shortly here! I'm positive it must be one of the mods now (fingers crossed).
Just joined a server with one mod installed called DAK where this Bug was present, here is the log file. Ill search for other servers where this happens with different mods if I can find any.
Looks like one major difference between these files is a memory leak error on my end, what does this mean?
Also yes I have run DXsetup and I have no 3rd party programs running on my PC other than an antivirus program (Nod32). I'll try enabling gaming mode when I play on a modded server again, to see if that has anything to do with this.
Just joined a mod free server, the first round of the game I could evolve into a gorge, after we lost quickly. I tried to evolve the 2nd round in the server and couldnt, I then tried to text chat and I couldn't either!
Heres another log file of a server where It worked 1st round and then the bug came back in the 2nd round of gameplay...Also you can see I was talking to other players about the Bug and they couldn't see me type even though I was trying to.
One player commented to try to reconnect, I did but then NS2 crashed.
It looks like if I simply just disable all the mods...
!! You were supposed to have disabled and unsubscribed from all mods already, silly!
In the mod menu, ensure everything is "disabled" or "inactive" and then open steam workshop through steam itself.. and unsubscribe from ALL mods.
Now delete that "workshop" folder found in that appdata folder.
Also, you were in fact joining a modded server, see the log when you first joined:

Chat All - Admin: * Welcome to TBGclan.com NS2 Servers
Chat All - Admin: * Commands: These can be entered via chat or the console (~)
Chat All - Admin: * stuck: To have your player teleported to be unstuck.
Chat All - Admin: * acceptmotd: To accept and suppress this message
That is a server side mod.. that script /motd does not come with vanilla NS2. Important to note that not all mods are reported in the loading screen when you join, btw.. some server mods find ways to sidestep this unfortunately.
The only way to be sure you aren't joining a modded server is to join an Official UWE server.
Test them all thoroughly and then report back
If you still are running into it after all that, i suggest recording a demo.
Find a server you know will do it.
Exit to the main menu. From here type record AndAnyNameYouWantAfter in the console (~ key)
Reproduce the issue as soon as possible to keep the demo short, otherwise it will get big!
After you reproduce the issue quit NS2.
Find that demo you recorded in your appdata folder.
Rar /zip it / compress it.
Attach it or link it here.

Try joining an official UWE server.
If you don't have the issue then it's not the game
Then your only goal should be to test which server mod is doing this to you so you can contact the author
