Another game stuck at menu.

Yes, another thread about being stuck in the menu. Same issues as everyone else but none of their solutions work. Before someone says to do any of these:
I deleted the stuff in appdata folder.
I deleted the Lua folders and even all files that had lua on it.
I deleted the shaders folder.
I ran the DXSETUP file.
I've completely reinstalled 3 times and deleted any traces of NS2 on my pc before each reinstall.
I have also restarted my computer more times and I can remember.
I have done all of this and more in different ways and combinations or all at once. I have read and tried all the threads about it and nothing is working. Any help would be nice.
Here is the attachment of my log which also seems to be same as everyone elses. Just not sure what is going on.

Are you SURE all files were manually deleted?
If so, attempt changing your steam server.
Steam > settings > download > download server region
