Server Freezes on Startup

Solution: It seems to be working after a reboot. Perhaps something needed to be fully installed after reboot. Not sure. Well, it works now.
I'm trying to set up a DS but it freezes on startup. It gets to the Build 250 prompt and doesn't do anything from there. A few minutes later it finally exits. My friend has the same problem on his machine and we cannot figure out why.
Why is this happening?

I ran it again and it crashed with this prompt:
Looks like something critical failed to initialize.
