NS2 Locks up entire RIG

Hey I've had this issue happen 2x now and think I know how you can reproduce
When you start up NS2 and exit it immediately after launch, it still says on steam that you're playing ns2 (meaning ns2.exe is running, even though you've closed it)
Opening up task manager from this point will lock up your entire rig (force shutdown required)
Steps to repro
1) Right click a friend on steam, click launch game
2) As soon as game launches immediately exit via main menu OR exit via console (do this quickly)
3) You'll see that via steam it says you're still in-game natural selection 2, if it didn't say this then it didn't occur
4) If it does, now open task manager or do anything to try and kill ns2.exe and your entire rig will lock
