Improve spectate!

Instead of spectators and active players sharing the same player counts on servers, why not change it to allow servers to set their supported number of players as well as their supported number of spectators? Say, 18P, 4S. (18 Players, 4 Spectators) Allowing players to join games as a spectator would also be a nice option to have with this.

It would solve a lot of the hassle with spectating as it is currently. Players in many servers don't feel comfortable actually spectating a game because servers will auto kick them for being afk, mods will kick them assuming they're afk, it could make the teams unbalanced, etc.

If something like this could be implemented I'm all for it. Sometimes I want to spec especially when I want to check out more skilled players (or when I'm taking a quick snack :P ) but wouldn't want to clog up a player slot for someone who actually wants to play.

If this was introduced bringing a hidden spec mode along with it would be nice.

A spectator that doesn't show up on the scoreboard, useful for trying to catch cheaters that press TAB, see a spec, stop hacking.
