Abnormal High Pings [300 and over]

Recently I'm having a problem with NS2 and high ping. All the servers are over 300+, even the ones located in the US and Canada which is where I live. I have an extremely fast internet and never have any problems with my ISP. I even upgraded and got a new modem and everything but the problem still persists. This even happened to me for NS1, but all my other games fun lag free. How can I fix this annoying issue? NS2 unplayable at 300 ping.

I've tried all the basic things so far to no avail. I've heard of others experiencing the same problem I have. Is there a fix for this?

    FIXED: I had Hotspot Shields on. Disabled and ping went back to normal <3

    It's a Proxy program like for blocked youtube videos, activating things on steam that are locked for your country and stuff like that.
