Rework voting menu

Just a minor complaint, but I find the new voting menu to be ugly and intrusive. For what it does, it takes up a large portion of my screen area, and since I have to play at a less than optimal resolution the problem is compounded. It's also made worse by people who continuously spam vote initiations for this or that just because they can. I think the idea of having a vote system is a good one but the size and placement of the menu could be improved so that it is less distracting during a game.
