"Downloading mod" shouldn't appear when launching the game. I think you actually mean you can't connect to a server.
That server is probably running a mod, and should tell you which in the loading screen. If your having trouble downloading it through the game, find it in the steam workshop yourself.
Failing that, pick a different server. The latest patch may have broke something on that server.
