Vote 1 for Map vote
Vote 2 for Mod vote

Mod vote
Vote 1 for Combat mode
Vote 2 for Faded mod
Vote 3 for MvM
Vote 4 for Last stand
Vote 5 for Heist

Wouldn't this be great?

I don't believe this is possible. Since mods are loaded on server start.

EDIT: Though maybe some mods have on/off vars that could be triggered, the server loads them all but switches them off until a vote occurs?

Eh. I think having individual servers for individual mods is best. If I join a classic NS2 server and it suddenly becomes Combat, I'll have to leave and go find another server. Best to have those that want to play combat/whatever find a server with it installed.

I guess if some people might have it like that. I personally would run a mods only server. I myself would probably not even have combat installed. That is just me though.

I have to agree that I'd never use it, if I wanted to play a game mode I'd find a server that supports it, that said, if someone wants to make a mod to do this, not going to stop them.

There also seems to be so few mod servers. Having even one server with several mods could go a long ways.

UT2k4 would let you choose Gametype, Map and Mutators for the next match in it's built-in vote menu. It was not really used all that much on permanent official servers but was nice for fun skirmishes with some friends, possibly on a listen server. You would simply play whatever crazy stuff you were up for. There was even a vote for a random mix, IIRC.

It would also support different kinds of vote like Simple Majority (everyone has 1 vote to give), Score Vote (everyone would be able to distribute as many points to his vote as he had kills in the last match) and Accumulated Vote.
The latter was quite nice: You vote with as many votes as you accumulated. Every time you don't participate in a vote, the server will add one vote to your accumulated ones. As soon as you place a vote, all your accumulated votes will be used up, regardless of whether or not your actual vote won. This allows players who would really like to play a particular map to go on and play what other people want for a while and then get a bit more weight for their personal wish when they actually decide to vote.
