I took a break from NS2 this week and tried it today and I noticed that my first GPU is 20degree hotter than the second one, and I didnt have 200fps in the mainmenu and the games feels even more laggy and choppy than ever, then I started to see artifacts ingame

I dont have any problems with no other game so this is kinda weird :s. Before my first GPU would be around 65degree max and second 60, now its 75 vs 50 instead. Help please?

Sounds like you should clean out the fans with a can of compressed air. Be sure to hold onto the fan blades so they do not spin from the air (This is bad.)

If this doesn't work, look into RMAing the card or if you feel up to it, re applying new thermal paste.

Lastly, do not run that EVGA precision overlay. Overlays do not work well with NS2, be it mumble, teamspeak, afterburner, etc.
But i doubt this has anything to do with your temps.
