After Round Change FPS halves and I get loud mid frequency white noise

I run my headphones through a USB M-Audio Fast Track DI.

Other Comp Specs:

Intel Core 2 Quad CPU Q8400
Nvidia GTX 460
Gigabyte G41M-Combo

This used to happen infrequently with other versions but its been almost 1:1 in 243
