If you didn't start having this until after you had updated your graphics card driver, I would suggest reverting back to the driver before it and see what the results are.

Right click ns2 in steam, go to options and press the "make desktop shortcut" button.
Now on the desktop right click it and select "run as administrator"
This is a longshot, but just out of curiosity, is your mouse plugged into a hub? (particularly a cheap one?) If so, try connecting directly to a backpanel I/O port. (I've known bad hubs to cause all sorts of problems.)
Also, have you tried changing the USB port it is plugged into?

as this problem only occurs with NS2 and i don't know when last i updated my drivers, i don't believe the problem lies there

I don't use a hub, also tried to swich the USB port directly on the motherboard, same problem
Okay, guys, fixed the problem myself... not sure how, could be the Advanced SystemCare 6 Ultimate SmartRam program i closed, but now it works, i will recheck what it was and give you an update
Keep in mind that in general those programs claiming to speed up your computer... will only slow it down.
Stay away of those kind of program, and if you really want to do some tweaks to Windows, do it by hand.
okay, hardcore failingz, just tested Orcs must Die and Amnesia, for example, same issue...
I closed Advanced SystemCare 6, that doesn't seem to be the problem... but now i could try Orcs must Die with a controller, worked without problems... I will recheck if NS2 still works

Mouse still causes huge lag spikes... somehow I didn't manage to recreate the solution... But now, that we know, that the problem also occurs in Orcs Must Die, which doesn't use much CPU, i guess we can be sure that the problem lies somewhere else...
problem seems to be solved, no idea what i did now but i suppose it was a combination of deinstalling the setPoint mouse driver and installing the newest one, which was used by my keyboard before and deactivating advanced system care 6...
