Can't change language & graphic settings

Hi, i got a little problem which makes NS2 unplayable for me.
I can't change the language( which is just a small problem) and i can't change the ingame graphic settings. I set everything to low but it still looks like High settings(it also runs like with high settings). And because i got a laptop the game runs with 10-20 FPS which sucks. I also tried to change the settings in the console but that also doesn't help.
Is there a fix for that?
