Game will not update the server list.

The game will not update. It just shows "Updating..." and never changes. I have a set list of about 20 servers that have 0 players and are at 999 ping that will not go away or update. I can not do a quick join, i re-installed, i verified my game cache, i reset my modem, and i restarted my computer multiple times. I'm sure it has nothing to do with ports since I'm hard lined into my modem and i do not go through a router. I've heard some people had this problem but for them it just "magically" went away or something simple like resetting there computer fixed it for them. I haven't been able to play for about a week now and its really irritating me that i cant play this game right now so I'm literally begging for anyone to help me.
