[239] Custom maps broken

Tried playing on a custom map today and it didn't work, map loads fine but when the round starts (i.e both sides have a comm in place) teams still couldn't damage eachother or enemy structures. Commanders could place structures just fine and players could build them, though no t.res was being spent. Non-custom maps worked fine.

Map was jambi, hopefully someone can check to see if this also happens on other maps.
