I'm using OBS (thanks Edak for that), which works a lot better than dxtory + xsplit. I run in game resolution @ 1600x900, but stream is set to 1.5 downscale from 2000x1125 to 1332x750 actual @50fps. My "quality balance" is at 6, whatever that is. 3000 kb/s max bitrate and 3000 kb buffer.
If you have any suggestions for better performance, quality, or both then let me know. I have no real idea wtf I'm doing.

(open console + type "setsensitivity" and you see your mouse sensitivity in ns2 in the console)

Specific settings are dependent on your internet speed and hardware specs. This is a pretty good guide at where to start, then you can tweak your setting from there.
As for programs, I've found the combo of Dxtory + OBS to give me the smoothest and highest quality of streams with NS2. The OBS game capture option doesn't work with NS2 for me and I find the software capture mode to have lag issues when capturing NS2 in windowed mode.
I've noticed that competetive skulk players don't jump around a marine like the tards on pubs - why? I have tried attacking marines like you do, but it seems easy for marines to kill you if you're on the ground, but watching that you don't get easily killed really confuses me.

can i ask you what DPI & sensitivity you use ?

i "googled" the mx310. its always 800 DPI.
