Even if you don't plan on being comm.. just take the chair if you're closest and get the setup started.
I rarely want to comm, but my team almost always hesitates at the beginning of the match because they're unsure of who's going to comm. So I take the opportunity to get into the chair and get the usual buildup going.
Hesistation by marines at round start usually gets them slaughtered.
