Error: couldn't download mod: (XXX) 'error 16'

This happens to me with EXTENDED CONSISTENCY CHECKING, " " " MARINE 1, ALIEN 1, etc.. all the consistency checking mods.
I did a complete reinstall, deleted app data mods folder, same problem.
Any ideas? Also tried downloading from Workshop, I downloaded like 200mb from Steam but when I get to the game, in MODS, it tries to download, it goes to 4-5% and then back to 0% and says UNAVAILABLE..
Can't play on KKG Servers without those =/..
BTW, I made a thread a while ago, but a couple of builds went out and another thing hasn't been fixed yet, so I'll let you know again: EMP research is not cancellable, so when by accident it gets C hotkey-clicked, its a real pain for the marine commander. 15 res and siege time wasted.
