Cooldown on requests

Is it possible for a cooldown on requests. It is becoming quite an annoying problem now when commanding that players constantly spam various requests when not needing them. 3 out of the 5 games I commanded yesterday there was at least 1 if not 2 or 3 spamming, and by spamming I mean requesting stuff every second over periods of a few minutes, and usually not doing anything other then sitting in hive/base while doing so. I also just came from a game where one player specifically spent all game behind the command chair as a marine continuously spamming various requests leading to the commander after 15mins to get out of the comm chair after getting very annoyed.

Also is it possible to report such toxic players? They're trolling on purpose and just trying to screw games for other players while making the commander get stressed.

I'd like that players muted on the score board also muted their text chat and requests. Maybe a 3 stage button, off, mute voice, mute all.

Or at least have the notification and voice option disabled if you have fully health or ammo.
