Ping/Reg Hit Issues

This is probably one of many threads that has come up but doing a quick search has yielded few recent results for me that really clarifies the matter. I know i'm not alone in these problems but one thing that is really killing the game for me right now is the reg problems. Way too many times will I put a full clip into a skulk or at least as best as I can and watch the skulk proceed to 3 bite me with no glancing blows. Reverse the situation and it's 60% glancing blows for me and 10 rounds for a marine to take me down as a skulk without cara. I've recored and watched my replays to ensure i'm not just plain missing and it doesn't seem to be the case. now they said it was an isolated issue on voogroo but this is persistant for me on any server I play on. I certainly notice a difference when I'm in a server vs someone with 20-30 ping to my 70-80. I have been unable to find anywhere you can configure your connection settings like in any hl game ala ns1 or anything at all for that matter. Would be very helpful to find out what is going on here or what's being done about it.
with this problem being so prevelant I can't do anything in a game versus an enemy with 20 ping, I end up comming 90% of the games I play now just so i'm not constant dog food. I have no issues in any other fps I play, just ns2.
