Workshop error code 16

So, starting a few weeks ago it seems I can no longer download mods off of Steam Workshop. I keep getting "error code 16" which is apparently some form of network error. I have already set up port forwarding in my router for the required ports (27000-27050).
I'm kinda out of ideas on how to fault trace this properly. Anyone got any pointers? Any way to manually download the mods?

So "Subscribe" is the way to download mods? Makes sense... heh
Oddly, after downloading just one mod ("Better NS2") manually I was now able to connect to a modded server and it successfully downloaded and installed one other separate mod ("NS2Stats") from within the game. However, when attempting to connect to another server with a couple of other mods ("Manly Moustasches" and "Player Badges") it failed to download those. Repeating the process of downloading one mod manually (Manly Moustasches), after restarting the game and reconnecting to the server it automatically downloaded Player Badges as well.
What the heck is going on here?
