Weird FPS problems

Hello all and Merry Christmas,
Okay so I have noticed something fishy going onn inside of NS2 for awhile and was wondering if it is my computer being just plain sucky or if it is the game. When playing today I booted up fraps so I could get a feel for the fps I was actually getting and noticed something strange. While running around as either team late or early game full or empty server or even in explore mode my FPS would just drop and comeback. For example playing on tram today I was healing up the elevator hive and was having my FPS bouce between 23 and 7 with no correlatiion to my heal spraying. Curious of this occurence I ran around bellysliding to test if moving made a difference and alas it did not. So knowing that I have a 2.2 ghz I3 and a passable graphics card is it a server/game problem or does the problem currently reside on my computer. Any response would be awesome.
