<div class="IPBDescription">Ready up time in the beginning in order to get fair matches</div>Too often there are matches where another team doesn't get a commander in the beginning, either because nobody wants to do that or don't know how to be an effective commander. This means that the other team gets a few minutes head start, and usually that means they will win the match. Even worse, sometimes players just disconnect and go to another server if their team has a bad start and that ruins the match completely for those who stay.
The current short time before the start is not good enough - it doesn't force teams to get commanders, even though no team can play without a commander. If there isn't a person who actually wants to be a commander, there won't be a commander in the beginning.
Possible solution: ready up time so that both teams would get a commander in the beginning. Either the match wouldn't start before both teams have a commander, or players would need to 'vote' for being ready to start the match. This would ensure that both teams could start playing at the same time and victories would never be defined in the beginning just because one team can't get a commander fast enough.

While this is still an issue on more established/experienced servers, it is woefully obvious among the Greens. The best I can tell you and your fellow Rookies is to just hop in and try it. It is the best way to learn and perhaps you will actually enjoy it. If there happens to be a more experienced player on your team, you should encourage them to take the lead in order to allow the Rookies to learn other aspects of the game first.
With that said, it has been proposed by other seasoned players that some sort of "RUP" system as you call it be created. Something that establishes a Commander/Khammander before the game even starts. Whether it be a voting system, a Ranking system based on past experience, or something else; I can assure you it has all been proposed and I am sure it is somewhere on the Developer's List of changes/additions.
Well yeah, some shame on me too as I have avoided the commander's seat just because I'm more into the fps part, but that doesn't change the fact no one gets happy if another team fails to get a commander.
