Can't bind Scroll Lock to voice chat, it resets to the default key

<div class="IPBDescription">(I set a button on my mouse to be Scroll Lock, avoiding ALT+Tabbing)</div>For a long time now, in any games that support voice chat, I've used "Scroll Lock" as my voice chat key. I then map a button on my mouse to Scroll Lock, since it's off in the corner of my keyboard.
The reason for this is that it's safe to push Scroll Lock at any time and it doesn't perform any function in any games or software I've used. Unlike ALT, which interacts with various other keys, often to terrible results (ALT+F4, ALT+Tab, etc), Scroll Lock does nothing, ever. Unfortunately, both Tab and F4 happen to be used by NS2, causing me to task switch out of the game (which crashes NS2 last I checked) or close the program instantly when I'd only meant to go back to the lobby.
<b>The problem is, for some reason NS2 doesn't accept Scroll Lock as a valid key for binding. If I try to select it, the bind field says "scrol", and when I try to use Scroll Lock while playing, it doesn't work. If I go back to the Bindings menu, I find that voice chat has been automatically reset to the default key, ALT.</b>
Using regular keys that aren't mapped to a function makes me to be unable to type and voice chat at the same time, which I sometimes need to do. For example, I was playing recently and I was typing a message to a newbie on the other team who kept on sending non-team text messages without realizing it. At the same time, I heard an Onos rumbling towards me (I was guarding our secondary comm chair) and I tried to warn my team. Instead I just turned my text message into a long string of "\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\" since \ is what I was using for voice chat in NS2.
Using other regular keys also leads to me unintentionally performing an action in games sometimes if I haven't checked what all the default bindings are, or if I accidentally push my specially-mapped mouse button when I'm typing a document I get a bunch of \\\\\\\\\\\ in my text.
I don't know if there's a technical reason for why Scroll Lock isn't bindable, but if it's just a bug can it please be fixed? Maybe check to see if there's any other keys that don't work as well. I know this probably isn't an issue a lot of people encounter but I'd appreciate it very much if it could be fixed.
