Two server mod flags

Right now, admins are able to unflag their server as modded. Many of these server admins are putting hidden mods to give them an edge. For example, I was in a server yesterday where the alien team was getting +2 resources for every kill while the marines got nothing. The server showed as "unmodded". To help prevent such blatant exploitation, I would really like to see any kind of gameplay affecting mods be hardcoded as "modded" on the server browser (ie fix the exploit), but allow non-gameplay mods to be up to the discretion of the server admin. I do not like some random joe deciding what is "balanced" or not, so I always remove modded servers for my filters, but I am also in favor of admin mods such as ReadyRoom afk kicking and such.
I specifically chose to hide modded servers for a reason. I don't like joining servers with unannounced and unbalanced game changes. This suggestion, IF it's possible, would correct that issue.
If it's not possible, then we may just have to bite the bullet and just lock down the mod flag where you can't "sneak past it" and unmod your server if you make ANY kind of changes. The amount of "hidden" exploit admins are starting to grow.
