I have yet to download and install the game from Steam. When entering in a prodcut code a recevied a message that it was for natural Selection 2 BETA.
Is that the correct download for the "NORMAL" (i.e. non-beta) NS2 game?
I have read in the 229 build press release ond other forum pages how it is possible to switch from BETA to/from NORMAL and this does NOT require any further game downloading from Steam. Simply, opt-in or opt-out (OFF)
in the Steam preferences for the game.
In summary,
(1) is the NS2 BETA the one and only (correct) download from Steam?
(2) is the product activation somehow restricted by any means?

The game is out of beta now, the post you were referencing is for a preliminary testing of new patches before they get pushed to all the players. This is a feature you can enable once you've downloaded the game, you can "opt in" to play on the test patch (if one is available), or "opt out" to play the normal release game. These test patches are only available for a few days before they become official.
There shouldn't be any restriction on you activating the game. Any code you've obtained in the past for NS2 but haven't used yet should still be valid. If you have problems, post them here and we can help.
