EU servers and NA servers

I'm sure I'm approaching a thousand games played and hundreds of servers visited. Lately, it's dawned on me how different EU servers are from NA servers.
EU pubs seem much higher skilled in general than NA servers, to be honest I've kind of started to "let go" on the NA servers doing stupid manouvers as a Lerk and still not getting killed. At first I thought it was a ping issue, but then I learned that in this game, having worse ping to a server is a bad thing and not a good thing (read: still getting shot at after 5 seconds of not being in a marines' LoS)
So I started watching the players more carefully and it just seems like American/Canadian pub servers have far fewer skilled players around.
Does anyone else have experience on playing on other continents' servers? If so, what were your observations?

I don't know how it's in EU or AU; can't stand having 150+ ping to find out, except maybe as com.
