There also seem to be some bugs where out of combat time does not kick in in time. Tough luck if you wait for over six seconds for your camouflage to kick in as Gorge, just to have the marine team walk up on you before it actually does. The game has some bugs, especially on the alien side unfortunately.
With the gorge, if your bile bomb is still ticking on stuff, you're considered "in combat," so celerity and camo won't work.
That's probably why you experienced this.
Although, even if the timer is set to 10 seconds it won't solve the core issue with camo in pubs right now... that it's not actually camo. It's invisibility :-) .
